On January 24, 1998, the Government of Canada and the Government of Yukon signed a Labour Market Development Agreement (LMDA) to co-manage the design and management of employment programs and services.
The agreement partners are Human Resource Development Canada (HRDC), Yukon Advanced Education and Yukon Health and Social Services. It should be noted that the Aboriginal Human Resource Development Agreements, which have been negotiated between HRDC and the Aboriginal Labour Force Alliance and the Council for Yukon First Nations, are separate from this agreement.
A Joint Management Committee has been created to oversee the implementation of the LMDA. The Committee is co-chaired by Canada and Yukon. It is responsible for ensuring implementation, annual reporting and forming sub-committees as required.

The agreement provides for the Yukon to assume a greater role in the design of active employment measures. Two examples are Yukon's Targeted Initiative for Older Workers (TIOW) and the Youth Employment Strategy.
The LMDA also promotes partnership and co-operation with other labour market partners such as employers, workers and community-based organizations.
The LMDA took effect in 1998 and will remain in force for an indefinite period. A summative review of the agreement, to be completed in March 2008, will determine if mutually desired results are being achieved.
